It is a site license, not a per-seat or per-active-user plan: multiply sworn headcount by $95. That is the annual cost, hosting included, no Azure tenant of your own required.

Every user in the agency's Microsoft Entra tenant is included at no extra seat fee: officers, records, command, professional staff, and invited prosecutor / State Attorney viewers. Prosecutor guests get view, download, and audit-read on cases the agency shares. Create, seal, revoke, and admin stay with agency accounts. The agency controls who is invited and when access is removed.
