Everyone with an account in the agency's Microsoft Entra (its work sign-in system) is included at no extra seat fee: officers, records, command, and professional staff. Create, seal, revoke, and admin stay with agency accounts. The agency controls who has access and when it is removed.

Compliance approvals required to sponsor a hosted deployment are established with your agency during onboarding. You do not need your own Azure Government account or an IT team to run it — that's the whole point of this model.
