A guided report on any phone or browser: incident type, location, people and property, photos. No account. No app.

02Lands in the queue

It arrives with an incident number already assigned, screened for bots, and checked before anyone touches it.

03Triaged and assigned

Staff review it, assign it to a person or a team, ask for more information, or reject it with a recorded reason. Every action is audited.

04Reporter stays informed

They get a confirmation by email or text, and can check status with the incident number and PIN.

What The Citizen Sees

Your name on it. Your rules behind it.

Someone reporting a minor theft at 11 p.m. does not need an officer dispatched. They need a place to file that works on the phone they already have, under your agency's name, limited to the incident types you allow online.

Incident types you control

You decide what can be filed, what each type requires, and which ones allow an anonymous reporter. Eligibility notes show up before they pick the wrong type.

Jurisdiction-aware location

Upload your service area. Citizens get a map and address lookup. A location outside your boundary warns them before it becomes your problem.

Person, vehicle, and property cards

Multiple people, vehicles, and stolen items per report. Each card can have its own photos and documents.

Driver's license scan

The citizen scans their own license. Name, date of birth, and address fill from the barcode.

Incident number and PIN

Issued when they submit. That is how they check status later. Neither value alone reveals anything.

Save and resume

A half-finished report saves behind an unguessable link. A dropped connection does not wipe a long narrative.

Consent-gated updates

Confirmation on submit, then email when the report is assigned or the status changes — only if they asked to be contacted.

What Your Staff Gets

An online form is only half the product. The queue behind it is the other half.

An online form without a queue is worse than no online reporting. Every submission here lands in a real console: assignment, status, search, export, and an audit trail that holds up.

Assignment to a person or a team

Route it to one reviewer or a unit. Assigned people get a real email, not a badge nobody checks.

Overdue flagging

Set how many hours is too long. Unpicked reports flag themselves.

Search inside every report

Find a name, plate, or item even when it only lives on a card. Filter, print, or export to CSV. Exports are audited separately from ordinary reads.

Microsoft Entra sign-in

Staff use the agency identity they already have. This application stores no passwords. Remove someone from the directory and they lose access here. Included at no extra cost for a licensing agency's Entra tenant. Bought without Jurat, it's billed on that agency's sworn headcount, same rule as Jurat.

Reads are audited, not just edits

Opening a report is logged. Opening a citizen photograph is logged. CSV exports are logged separately. The trail is append-only. Database triggers reject edits or deletions. The app connects as a role with no update or delete grant on that log.

Retention on your schedule

Submitted reports stay until you enter the schedule you are bound by. Abandoned drafts that were never submitted clear after 30 days.

A Jurat license includes online reporting at no extra cost — one system, one price. You can still buy online reporting on its own if you don't need Jurat's sworn-statement side; either way, your staff sign in with the same Microsoft Entra account across both. Citizens filing a report never sign in at all.

Isolated per agency, hosted for you.

Every agency's data lives in its own database, not a shared one across agencies. Jurat Cloud — hosted by Ultrafar in Azure Government — is the default. Available in the agency's own Azure tenant if the agency must hold the encryption keys.

Jurat pulls from online reporting over an authenticated connection between your two deployments, using your tenant's managed identity. The report, reporter details, location, narrative, and every person, vehicle, and property card come across. The plate, VIN, and serial number typed at 11 p.m. are already on the officer's screen.
